We've updated the previous post in this thread with some additions that were intended to be listed.

Additional updates to Racial Abilities and Talents include:

Orc

  • Blood Fury's cooldown reduced to 2 minutes (was 3 minutes).

Undead

  • Touch of the Grave internal cooldown reduced to 15 seconds (was 25 seconds).

We'd also like to clarify that for Skyborne:

  • Charged persists through death, and is removed upon entering a raid.
  • Attuned persists through death, and is removed upon entering a raid.

What it means for twinks

A short follow-up to the 26 October beta notes that buffs two racial abilities (Orc Blood Fury and Undead Touch of the Grave) and clarifies that the Skyborne Charged and Attuned effects persist through death. These racials apply at every level, so the changes reach all twink brackets.

What changes

What it could mean, bracket by bracket (our speculation)

Level 19

  • Warsong Gulch fights run long enough that a 2-minute Blood Fury should usually be ready for each flag-carrier fight, making Orc a stronger pick for rogues, warriors and hunters.
  • Low health pools mean Touch of the Grave procs every 15 seconds are a real share of total damage and healing, so Undead becomes more appealing for priests, rogues and warlocks.
  • Skyborne players keep Charged and Attuned after dying, so they do not lose those effects to repeated deaths in midfield brawls.

Level 29

  • With more burst abilities available, Orc rogues and warriors can line up Blood Fury with their cooldowns more often, which strengthens one-shot style openers.
  • Undead casters and shadow priests should get noticeably more value from Touch of the Grave in the drawn-out fights common in this bracket.
  • Skyborne becomes easier to recommend for players who die often while defending or carrying flags.

Level 39

  • Orc hunters and warriors gain a burst window more often, which should help in short Arathi Basin node fights.
  • More frequent Touch of the Grave procs give Undead extra sustain on rogues and warlocks, who already trade blows over long fights.
  • Because Charged and Attuned survive death, Skyborne loses nothing from respawning at a graveyard and running back to a node.

Level 49

  • A shorter Blood Fury cooldown lets Orcs use it in more node assaults and flag-carrier kills, which matters as damage and health totals climb in this bracket.
  • Touch of the Grave is a fixed-rate proc, so it may matter less as health pools grow, but the shorter cooldown keeps Undead competitive.
  • Skyborne effects that persist through death should hold their value in long battlegrounds with many deaths.

Level 59

  • Orc should become a leading race for melee and hunters, since Blood Fury can be lined up with trinkets and other cooldowns more often.
  • Undead becomes more attractive in matchups against other races as Touch of the Grave procs more often, alongside the race's existing defensive racial value.
  • Losing Charged or Attuned only on raid entry means Skyborne twinks can keep them through entire battleground sessions.

The summary and speculation are ours, not Blizzard's; the blue post above is quoted in full.
